The creation of Conaculta responds to the need for a governing body that gives increase coherence to a public policy historically developed in the country by a wide variety of agencies and units of the most diverse institutional nature. Among them, the administrative units of the former undersecretary of Culture of the Ministry of Public Education, Council of the immediate background, the various institutions and units of other departmets for their cultural functions have been transferred at various times and finally the bodies to the area of Culture, a number of long tradition.
The Conaculta was established in December 1988 as a decentralized body of the Education Department through a presidential decree. This was given powers in matters of promotion and dissemination of culture and the arts, played above the Undersecretary for Culture of the Ministry of Public Education.
